Caius Caesar Caligula
Known most for his cruel and sexual appetite (for both men and women), orgies and sado-masochism (punishment) of others, he also was often found (in disguise) at taverns and brothels. Additionally, it is said that he had incest relationships with his sisters and even made love to one who was a virgin in front of a small audience (including his wife). Other atrocities included feeding prisoners to wild animals while the parents watched (and if they protested, they would die too), castration, burning alive, and also being cut limb by limb and piece by piece and piled up in the streets in public view. He also murdered his brother and uncle because he thought they were plotting against them.
He spent money recklessly and exhausted the funds of his office, then seeking out the innocent for more funds of new laws he would invent. He made new taxes as well as raising them to make up for his poverty, and then would lay naked in the money and gold coins. He died at the age of 29 from numerous assasins.
